This is the textbook symptom of a failed auxiliary heater pump. When stopped at a red light, your engine RPM drops, and the primary mechanical water pump isn't spinning fast enough to push hot coolant all the way into the cabin heater core on its own. The auxiliary pump is supposed to take over and assist this flow. If it's broken, the hot coolant stops flowing, and your interior vents will blow cold air until you step on the gas again.
